NAIROBI, Kenya (AP) -- Thousands of school and college
students have been detained
over the past three months in continued unrest in Ethiopia,
an international human
rights group said.
Separately, the Committee to Protect Journalists said Tuesday that an
Ethiopian
reporter had become the latest journalist in that country to
be arrested.
Security forces arrested many of the students in the southern Oromiya
region --
which includes the Ethiopian capital city, Addis Ababa --
during demonstrations
they began November 9, Amnesty International's East Africa
office said in a
statement late Monday from London.
Amnesty said that the arrests are believed to have occurred after the
rebel Oromo
Liberation Front called for demonstrations against the
government. The rights
group said that it had received reports that some of the
students had been shot
dead, but it did not give details.
Officials in Ethiopia were not immediately available for comment.
On January 18, Britain's International Development Secretary, Hilary
Benn,
announced in Addis Ababa that Britain would withhold some of
its direct aid to
Ethiopia because of human rights concerns, especially
sporadic clashes between
police and demonstrators in recent months.
The amount withheld is 50 million pounds ($88.4 million in U.S. currency)
and is
expected to be redirected to areas such as health, water and
education in the
impoverished nation.
Unrest has shaken Ethiopia since May general elections, and police have
arrested
hundreds of opposition supporters and journalists on charges
of treason, sparking
international concern over Ethiopian Prime Minister Meles
Zenawi's commitment to
human rights.
Clashes erupted in Addis Ababa earlier this month and in November and
June last
year. More than 80 people have been killed by security
forces in the disturbances.
"The whereabouts of many of the detainees, some taken to remote rural
prisons, are
not known," Amnesty said. "Some detainees have been
released, but others are being
held in locations where torture has frequently been
reported.
"Most of those taking part were secondary school students, some of them
children
under 18 years old, but teachers, farmers, businesspeople
and others have also
been detained in connection with the demonstrations," said
the statement.
The New York-based Committee to Protect Journalists quoted Elias Kifle,
the
publisher of the U.S.-based web site, Ethiopian Review,
saying that security
forces had detained one of the Ethiopian Review's
correspondents.
The group said that the correspondent, Frezer Negash, had been held by
police
since Friday, without charge.
"We are disturbed that Frezer Negash has joined at least 16 other
journalists in
jail in Ethiopia," said Ann Cooper, executive director of
the Committee to Protect
Journalists. "We call on Ethiopian authorities to release
her immediately."

Ethiopia: Hidden Crackdown in Rural Areas
Independent Inquiry Should Investigate Rural Violence
(New York, January 13, 2006) - The Ethiopian government is using intimidation, arbitrary detentions and excessive force in rural areas
of Ethiopia to suppress post-election protests and all potential dissent, Human Rights Watch said today after a research trip to Addis Ababa and
the Oromia and Amhara regions.
"The Ethiopian government is violently suppressing any form of protest and punishing suspected opposition supporters," said Peter Takirambudde, director of Human Rights Watch's Africa Division.
"Donor governments should insist on an independent, credible investigation into abuses by federal police and local officials in
rural as well as urban areas."
In the wake of the May 15 parliamentary elections, in which opposition parties won an unprecedented number of seats amidst massive controversy over the election results, federal police in the Oromia and
Amhara regions have threatened, beaten and detained opposition supporters, students and people with no political affiliation, often in
nighttime raids. Alongside local government officials and members of local government-backed militias, the federal police have taken the
lead in intimidating and coercing opposition supporters.
In one town in Oromia, a 17-year-old girl was stopped at a police checkpoint, beaten and detained for seven days by federal police for no
apparent reason except that she was traveling with students to the funeral of a fellow student killed by police. Also in Oromia, a 38-year-old
farm worker and a 40-year-old widow described nighttime raids in which police beat them with rifle butts and batons, resulting in serious
injuries.
In Oromia, individuals detained by the federal police are often accused of being supporters of the Oromo Liberation Front, an illegal
insurgency group that called for Oromia-wide protests against the government on November 8. Detained individuals were also accused by police of being
members of the Oromo National Congress, although it is a registered political party that won seats in the May 15 elections as part of an
opposition coalition group.
"The government is deepening its crackdown in Ethiopia's rural areas, far from the eyes and ears of international observers in Addis Ababa,"
Takirambudde said. "People are being terrorized by federal police working hand-in-glove with local officials and militias."
Several recently released detainees from different locations in rural Ethiopia said that police and other officials forced them to sign
statements disavowing support to political opposition groups and pledging support to the local ruling party affiliate before being
released.
A 37-year-old opposition politician from the Oromo National Congress told Human Rights Watch that federal police in western Oromia beat and
arrested him in a nighttime raid on his house in early December.
"They beat every part of my body; the blood was coming out of my mouth," he said. "They beat with guns and sticks and plastic rope."
In the Amhara region, witnesses told Human Rights Watch that kebele (local-level) officials, who are generally members of the Amhara
National Democratic Movement—a party affiliated with the ruling Ethiopian People's Revolutionary Democratic Front (EPRDF)—played a
key role identifying individuals and guiding the federal police to their homes at night, where federal police beat and sometimes arrested them.
"The kebele officials know everyone. They come late, at midnight, knock at the door and take the one they want and beat him," a man from
Bahar Dar, Amhara region, told Human Rights Watch.
Individuals in rural Oromia said they have been denied access to fertilizers and seeds by administrative officials who view them as
opposition supporters. Farmers who have voiced support for recognized opposition political parties in rural Oromia have reportedly been
detained without charge for 30 days or more by kebele "social courts," which are run by government party appointees without legal training.
"Federal police and regional officials responsible for these abuses must be investigated and punished," Takirambudde said. "Prime Minister
Meles Zenawi should publicly order all security forces to abide by international standards on the use of force."
Federal police—usually identified by their blue camouflage uniforms—have been responsible for many of the abuses in Addis Ababa and the
rural areas since the parliamentary elections in May. According to victims and witnesses in Addis Ababa, Oromia and the Amhara region,
federal police beat and shot students and other protestors in those locations in November. In one case from Bahar Dar, where two students
were killed and two were wounded in early November, an eyewitness told Human Rights Watch that the school was surrounded by the police
who shot into the compound where the unarmed students were collected.
Federal police also played a key role in the violence in Addis Ababa in early November. Eyewitnesses told Human Rights Watch that the
federal police savagely beat unarmed students with batons and shot at their backs as they fled.
Thousands of people were arrested and detained in Addis Ababa and the rural areas following the demonstrations in June and November. Many
of the people detained in the wake of the November violence have since been released. Yet more than 3,000 detainees held at the Dedessa
military camp since November are apparently being transferred to Ziway prison, 130 kilometers south of Addis Ababa, for further questioning
and possible charges.
As many as 2,500 other detainees, including many opposition supporters and some opposition party election observers, are reportedly being held
in another detention facility, Bir Shelako, about 385 kilometers northwest of Addis Ababa near Bure town in the Amhara region.
"The Ethiopian government has detained people indefinitely without trial in recent years, so there's a real concern that the authorities
will do the same again," Takirambudde said. "Donor governments should call on the Ethiopian government to ensure that all detainees are either
promptly charged and given fair trials, or released."
Background
Since the May 15 parliamentary elections in which opposition parties made massive gains in their share of seats, the EPRDF government led
by Prime Minister Meles Zenawi has used repression, intimidation and violence to punish real or perceived opposition supporters and
eliminate dissent in both urban centers and rural areas.
In June and again in November, demonstrations by opposition supporters in Addis Ababa were met with lethal force from the
government. In June alone, more than 30 people were killed and more than 100 injured in Addis Ababa when security forces fired upon
demonstrators, who, in some cases, were throwing stones and blocking roads. On November 1-3, at least 46 protestors and seven policemen
died in Addis Ababa. Following each episode of violence, the government arrested thousands of people in Addis Ababa and many
other cities as part of a national crackdown. While most of the June detainees have reportedly been released, thousands of people arrested
in November and afterwards remain in detention.
Many supporters of the opposition Coalition for Unity and Democracy (CUD) and other opposition parties were arbitrarily detained without
charges, and editors of five newspapers were arrested (and later released on bail), apparently for their coverage of the post-election violence.
On December 21, the government charged 131 persons—including prominent CUD politicians Hailu Shawel, Mesfin Woldemariam and the
newly elected CUD mayor of Addis Ababa, Berhanu Nega—with charges including treason, inciting violence and planning to commit
genocide. Several civil society activists and 13 journalists were included in the group.

Dear Secretary Rice:
We are a non-profit organization in Minnesota, set up, among
others: (1) to expose human rights violations against the
Oromo people, and (2) to influence the Unites State’s policy
towards Ethiopia. In this endeavor, we believe, we represent
the aspiration of more than 15 thousand Oromos in the Twin
Cities area in Minnesota, and more than 50 thousand living
in different cities of the U.S.
We are writing you regarding the crisis that is unfolding in
Ethiopia, a crisis that has already claimed more than 100
innocent lives. As we write this, thousands of Oromo
students are languishing in prisons throughout Oromia.
Because Oromia is basically rural this is not adequately
reported in the international media.
The recent massacre in the Ethiopian capital is only
symptomatic of a much bigger political problem. Even though
the past May election in Ethiopia was hailed as a step
forward in many corners, when it comes to the Oromos, who
constitute not less than 40 per cent of population, it was a
sham election. Because the Oromo people did not have real
choices in this election, it did not mean much to them.
Election without a real choice is not an election. As long
as they are disenfranchised and marginalized, the Oromos
will naturally try to change this state of affair through
different mechanisms. And this will inevitably lead to
instability if the government tries to stop them from
exercising their God given right. The current government is
ruling over the Oromos against their consent. Our major
worry at this time is, unless this is resolved, and resolved
to the satisfaction of all the major contending forces, the
crisis could spin out of control and lead to a full-blown
civil war, which could destabilize the whole of Horn of
Africa. This should be stopped from occurring.
The continuation of human rights violation in Ethiopia had
been partly possible because the international community had
chosen to turn a blind eye to what is happening in Ethiopia.
This problem was exacerbated since Ethiopia jumped on the
bandwagon of anti-terrorism. It is our firm belief that
Ethiopia supported the anti-terrorism coalition, precisely
to get a soft treatment from other coalition forces
regarding her human rights violation issues. We believe
human rights issues should not be traded off for the fake
support one gives to anti-terrorism forces.
The international community should in an unequivocal manner
tell the Ethiopian government that it should stop the
killings and hold free and fair elections. Because the May
election had not been free and fair, rather than leading to
stability and creating legitimacy for the government, it had
created chaos and had even further alienated the government
from the population. The acute problems that the May
election brought to open could only be cured by invalidating
the result of that election and by calling another one in
the near future where all major organizations could
participate under neutral arbiter and the watchful eyes of
the international observers. Given the circumstances, we
believe, at this moment, it is only the concerted effort and
pressure from the international community under the
leadership of the United States that could lead to that
eventuality. The utmost pressure should be exerted on the
Ethiopian government to enter into a dialogue with all the
major political and civic organizations to avert the
impending crisis by holding another election.
We understand the price for every hour of delay. We are
reminded of how the international community’s inaction in
Rwandan crisis led to all the mayhem and genocide. We are
humbly suggesting for your prompt engagement to avert
further crisis in Ethiopia. We believe the involvement of
the Unites States would hasten the advent of peace. To that
effect we offer our partnership. When the current Ethiopian
government came to power in 1991 under the auspices of the
United States’ government, the US government promised that
any support would be contingent upon democratization. We
hope that promise will be honored.

PRESS STATEMENT BY THE
OROMO FEDERALIST DEMOCRATIC MOVEMENT (OFDM)
ON THE PREVAILING POLITICAL TURMOIL IN THE COUNTRY
1. The politically charged atmosphere has been steadily worsening in
Ethiopia since the Elections of May 2005. The disputes over the Election results
have been so intense, that life and property have been destroyed through violent
demonstrations in Finfinnee (Addis-Abeba). Sadly, this destructive behavior is
worsening instead of improving.
2. OFDM expresses its condolences to those who have lost their
children and other relatives in the latest violence.
3. The principal cause of these political turbulences has been and is
the fact that the results of the May Elections have not been credibly accepted by
opposition parties. While agreements between the Government and certain political
parties have failed to materialize due to the rigidity of the ruling party, we
condemn the decision of certain opposition elements to forcefully change the results
of the Elections as it is
pushing the country to the edge of chaos. Therefore, OFDM condemns the Government’s
actions to quell opposition through the use of live bullets and terror campaign.
4. OFDM demands of the Government the release forthwith of the leaders
of CUD (Coalition for Unity and Democracy) and the commencement at the same time of
negotiations on issues that have caused the ongoing turmoil.
5. OFDM demands also from both Government and the involved Party to
depart from their rigid positions and act responsibly to search for a political
solution. In this connection, we call especially on the Government to adopt a
positive attitude and accept to negotiate the “Eight-point” demand that the involved
political Party has presented to the Government and the Troika Ambassadors.
6. OFDM hereby calls on all those involved in the negotiations to
resolve the present political impasse, not to exclude other political parties, if a
lasting solution is to be found.
7. OFDM calls on both the populations of Finfinnee and rural Ethiopia
to demand from their political leaders a guarantee for a peaceful life and
protection of their properties from wanton destruction.
8. OFDM finally admonishes all political forces in Ethiopia to
re-examine and refrain from their ambitions to rule over the different peoples,
nations and nationalities against their free will by continuously opposing the
federal system as provided for by the Constitution.
