Minnesota saw
its third
largest influx
of immigrants in
a quarter
century in 2004,
with immigrants
from Somalia
leading the
pack.
In 2004,
11,708 legal
immigrants came
to Minnesota,
according to
Department of
Homeland
Security data
released by the
State
Demographic
Center.
That put the
state at 16th
nationally, but
it was first in
the number of
Somali
immigrants, at
1,445. Ohio was
a distant
second, with 572
Somali
immigrants.
Faced with
political
turmoil and
violent unrest
in their home
country, Somali
refugees started
coming to the
U.S. in large
numbers in the
mid-1990s.
Minnesota
quickly became a
favored
destination,
thanks in part
to a number of
well-organized
groups
established to
help immigrants
settle, such as
Lutheran Social
Services and
Catholic
Charities.
The mid-'90s
Minnesota
economy also was
a draw, said
Barbara
Ronningen of the
State
Demographic
Center, offering
plenty of job
opportunities
for immigrants
who wanted them.
Before long,
Ronningen said,
a Somali
community
started to
establish
itself.
"It's fairly
common in
immigration,
when there's a
critical mass --
a large group of
people from the
same places --
that they will
attract more
people from
their home
country," she
said.
In 2004, the
total number of
Somali residents
of Minnesota was
about 25,000,
and Ronningen
said it could be
as high as
30,000 now --
with no sign of
slowing down.
"There's no
place for them
to return to in
Africa,"
Ronningen said.
"Somalia has no
government and
it's still very
chaotic and
dangerous."
Of
Minnesota's
11,708
immigrants last
year, the
largest number
(4,319) came
from Africa.
That put the
state at fifth
in the nation
for number of
African
immigrants,
behind
California, New
York, Texas and
Maryland.
Other
countries
well-represented
among
Minnesota's new
immigrants in
2004 were
Ethiopia,
Mexico, India,
the Philippines,
China and
Vietnam.
The vast
majority of
Minnesota's
immigrants,
almost84
percent, settled
in the Twin
Cities
metropolitan
area.

denied an Amnesty International report that it has detained
thousands of members of the country's Oromo ethnic group in
a crackdown on dissent.

In 1991, the despotic communist military regime of Colonel
Mengistu Haile Mariam was
deposed through the concerted efforts of the Oromo
Liberation Front (OLF), the
Tigrean Liberation Front (TPLF) and the Eritrean Peoples
Liberation Front (EPLF).
Even so, the Tigreans, which constitute only 5% of the
Ethiopian population and thus
make a minority ethnic group, came to power in 1991 through
massive assistance of
certain western powers.
Upon coming to power, the Tigrean leaders committed
themselves to such democratic
ideals as a multi – party election, a pluralist society with
free press, respect for
human rights and the rule of law with equal status for all
people of the empire.
However, this sham democracy revealed its true nature as the
Tigre leaders viewed
the conduction of domestic politics not as an exercise in
compromise and consensus
building among fellow citizens, but started waging warfare
especially against the
Oromo Nation. Thus, the Oromo Nation fell again under a
second round of
colonization.
In forceful denial of the inalienable right of the Oromo
Nation for
self-determination, the Tigrean leaders are using
battlefield strategies in the
control, subjugation, oppression and ethnic cleansing of the
Oromo people. Under the
pretext that a multitude of the Oromo people are either
members or supporters of the
Oromo Liberation Front (OLF), the Tigrean dominated
Ethiopian empire is grossly
violating the inalienable human rights of the Oromo people.
At this very moment, the regime is waging a secret war
against the Oromo people,
which the mass media of many western countries do not cover.
It is carrying out the
most hideous carnage against the Oromo Nation through
summary and extra-judicial
execution of thousands of innocent people,
Presently, there is a massive uprising in Ethiopia by Oromo
of all walks of life
such as elementary and secondary school, college and
university students, teachers,
farmers, business people, protesting the inhumane
mistreatments of the Oromo, as
well as demanding our right for self-determination,
As a consequence, tens of thousands of Oromo are being
captured and imprisoned in
numerous known and unknown prisons, army barracks, private
houses, factory
compounds, underground detention centers etc.
Many Oromo are being kidnapped from their houses, learning
institutions, churches,
work places, on the streets and the disappearances of such
people has become a daily
routine,
Furthermore, the exposure of prisoners to unprecedented
forms of physical torture,
psychological terror, intimidation, mock execution, denial
of food (forced
starvation), denial of medical treatments for sick prisoners
are daily occurrences,
Mutilation of genital organs of both male and female
prisoners, a form of torture
practiced by the first colonizers of the Oromo Nation, who
used to castrate males
and cut off breasts of females, is also being practiced by
the Tigres now,
Strict surveillance, scrutiny and registration of the daily
activities of urban and
rural dwellers, especially in Oromia, is a flagrant abuse of
human rights,
Deployment of trained military personnel and secret agents
among urban and rural
dwellers has exposed the people to intimidation and
psychological terror,
A multitude of highly
skilled and experience Oromo people have been dismissed from
their works and replaced by Tigres,
A substantial number of well
educated Oromo have left and are still leaving the
country, and seeking refuge in USA, Europe, Australia,
Canada, South Africa and
other neighboring countries,
Many refugees have been killed or kidnapped by assassination
squads, organized by the regime in Djibouti, Kenya, Somalia
and South Africa,
The regime is also looting and plundering Oromo properties
and natural resources
and hauling the booty to the province known as Tigrai, which
is the home province
of the Tigres, Similarly, the regime is dismantling
factories, hospitals, and universities located
in Oromia, and transferring them to Tigrai.
The fact that the regime commits human rights violations is
corroborated by the
United States Department of States’ Country Report on Human
Rights Practices of the
Ethiopian empire as well as by credible human rights groups
including the Amnesty
International, Human Rights Watch/Africa, and the
International Commissions of
Jurists.
The liberation war that the Oromo Liberation Front is
waging is purely to resist the
forcible denial of the Oromo people’s right for
self-determination. The demand of
the Oromo people is: -
The entitlement of the Oromo people for self-determination,
as stipulate under
Article 1 of the UN Covenants on Human Rights, which
recognizes the right to
self-determination. Ethiopia has accepted, and is bound by
the Covenant,
Under the provision of the Covenant, the demand is just and
right, because Oromo is
the largest nation on the Horn of Africa. It inhabits a
separate and well defined
territory and has a distinct cultural and linguistic
identity,
The objective of our demand
is to restore our sovereignty, which has been robbed
from the subjugated Oromo people.
As reiterated above, the current Ethiopian regime is using
force to
suppress the demand of the Oromo people to exercise their
right for
self-determination. This contravenes the UN Charter that
bans the use of force by
member states in international disputes. This includes the
claim for
self-determination.
The Oromo people are sick and tired of successive Abyssinian
regimes posturing as
legitimate custodians of the right of the Oromo people and
interests.
In the Declaration of American Independence, presented by
the representatives of
this Great Nation of the United States of America to the
Congress assembled on July
4, 1776 it was stipulated, I quote: -
“that all men are created equal; that they are endowed by
their Creator with certain
inalienable rights; that among these are life, liberty, and
the pursuit of
happiness.---That when any form of government becomes
destructive of these ends, it
is the right of the people to alter or abolish it.-------
But, when a long train of
abuses and usurpations pursuing invariably the same object,
evinces a design to
reduce them under absolute despotism, it is their right, it
is their duty, to throw
off such government, and to provide new guards for their
future security.”
The American people passed this Declaration to free, to
liberate themselves from the
English colonization. They wanted freedom, they wanted
independence. Therefore,
adopting this Declaration of Independence of the American
people from the former
British colonizers as a guiding principle, and in view of
the grotesque abuse and
gross violation of human rights in Ethiopia today, I hereby
appeal to the conscience
of the people and the government of this great nation of
democracy and freedom: -
1.That the government of the USA in particular and the
western democratic
powers in general, who cherish the respect for human rights
and are considered as
the citadel of democracy, refrain themselves from supporting
the present despotic
and autocratic regime of Ethiopia,
2.That the struggle of the Oromo Nation being for democracy,
freedom and
peace, human dignity and equality, the Oromo people be given
the inalienable right
for self determination.
3. Hence, in the principle of good faith, the Oromo people
be given a fair
chance to make a genuine choice, whether to become an
independent and sovereign
state, or integration with an already existing state, or
association with an
existing state.
4. That a change in USA policy concerning the most unpopular
regime that ever
ruled Ethiopia become necessary, because more than 15 years
of tenure of power by
the Tigrean autocratic regime has only contributed to the
escalation of violation of
human rights as well as to the destabilization of peace on
the Horn of Africa.
At this juncture, I would like to point out the fact that
the Oromo Gada democratic
system of the Oromo Nation is based on equality, freedom of
assembly, speech and
movement and mutual respect. The system believes that it is
morally unacceptable to
deprive people of their basic human rights.
The Oromo people also believe in the policy of peaceful
co-existence with their
neighbors, big and small, for many hundred of years. They
have proven themselves
beyond doubt by accommodating many nationalities living
within Oromia as well as
bordering Oromia. This is so, because of all nationalities
living in Ethiopia it is
the Oromo which lives peacefully with its international
neighbors, namely Kenya in
the south, Somalia to the southeast, Djibouti on the east,
and the Sudan on the
west.
In conclusion, I would like to emphasize our belief that due
to our large population
size, our peaceful nature, our natural resource, and also
taking the proximity of
Oromia to the Middle East and the Gulf States, the Oromo
Nation will play a pivotal
role in bringing about a long-lasting peace and stability on
the Horn of Africa. I
also believe that the Oromo will become the most important
variable in the power
equation of the Horn of Africa, and be a good friend of the
USA.
Therefore, the Oromo Nation extends its hands to the
government of this Great Nation
of the USA for the establishment of a mutual working
relationship with the Oromo
Nation.

Demand Respect for Human
Rights in Oromiya Regional State of Ethiopia (Petition
drive)
The Honorable Hilary Ben, British Secretary of State for
International Development
The expressed concerns of the United Kingdom, the
European Union, the African Union, and the United States
of America for the egregious abuses and violations of
fundamental human rights of Oromos in Ethiopia was
manifested most recently by the actions recently taken
by Her Majesty’s Government. Following the meeting, on
Wednesday, January 18, 2005, between The Honorable
Hilary Ben, British Secretary of State for International
Development and Prime Minister Meles Zenawi of Ethiopia,
it was widely reported that Prime Minister Meles Zenawi
had consented to an impartial investigation by
“…International Organizations with commendable
reputations.”
Oromos around the World welcomed the intervention by Her
Majesty’s Government in good faith and with optimism,
notwithstanding the numerous prior investigations by
notable and reputable International Organizations
detailing the serious human rights abuses in Oromiya and
containing specific findings and conclusions heretofore
not contested by the Ethiopian government, along with
specific recommendations. Among those, are include: The
Human Rights watch reports, The US State Department
Human Rights reports, The Amnesty International reports
and alerts, The EU Human Rights reports on Ethiopia.
Thus far, the reports have not produced any measurable
changes by the Ethiopian Government.

Despite the persistent oppression and deteriorating
conditions in Oromiya, the Oromos sought refuge in their
confidence in the recent interventions by her Majesty’s
Government, the Government of the United States, The
European Union, the African Union and the relevant
International Organizations and the pledge to follow
through on their convictions.
Following the announcement by the Honorable Hillary Ben,
Prime Minister Meles Zenawi, in an interview with
Reuters, scoffed at the most recent report, released on
February 1, 2005, by Amnesty International and
maintained that allegations of widespread abuse had no
basis in fact and were the result of "sloppy" reporting.
Prime Minister Meles Zenawi today, in his message to the
Ethiopian Parliament unequivocally stated that the
Ethiopian Government has not consented to an
investigation in the nature reported by the Honorable
Hillary Ben.
The Oromo people have always been and remain grateful
friends of the people of the United States, Great
Britain, and Europe and acknowledge that our friends do
not wish to be directly or indirectly complicit in the
crimes being perpetrated against the Oromo people. It
has become incumbent upon the Oromos to once again
underline the lack of sincerity and good faith of Prime
Minister Zenawi, and to alert our friends of rapidly
deteriorating conditions, and escalating tensions in
Oromiya.
As an alternative to calling upon the people of Oromiya
to use self-help to enforce their rights, we the
undersigned call upon Her Majesty’s Government, The
Government of the United States and the European Union,
as major donors and supporters of the Ethiopian
Government, to immedietly take all appropriate measures
heretofore threatened against the Ethiopian Government
until such time as:
1. All Oromo Political prisoners, journalists and
students are released, without any conditions or
reservations;
2. Those portions of the recommendations set forth in
the Human Rights Reports referenced above which can only
be implemented by the Ethiopian Government are fully and
completely implemented without any conditions or
reservations;
3. Independent Human Rights Commission’s are allowed to
be legally established to operate freely within Oromiya,
as permitted by law, without any conditions or
reservations;
4. Those portions of the recommendations applicable to
agencies and institutions, which are directly, or
indirectly under the control of Her majesty’s
Government, The Government of the United States, and The
European Union are fully implemented.

The
death of the Oromo Hero, General Waaqoo
Guutuu
Oromia has just lost a great leader; a
freedom fighter. The nation has lost the
pioneer of its
modern national struggle for freedom,
liberty and justice. His struggle was to
free Oromia from
Ethiopian colonial rule. His death is a
great loss to the nation. History testifies
that heroes never die,
never fade, never wither away and never
disappear but live on, in the hearts and
minds of their nation and
so General Waaqoo Guutuu. As in his life and
so too in his death he continues to live in
the hearts of his
people.
General Waaqoo Guutuu was born in the fire;
raised in the fire. Early on in his youthful
age, he saw the
free people of Oromia became the slaves,
tenants and serfs of the Ethiopian colonizer
and were completely
at the mercy of this colonizer who
subjugated, humiliated, robbed, exploited,
and exterminated the
Oromo people. Hence at his young age he
determined to fight it. And so he began
armed struggle against this
Abyssinian colonial occupation, its crimes,
and its injustices and against the
humiliation it imposed upon
his people. He fought tirelessly for the
freedom, independence and for the dignity of
his beloved
people. He persisted in fighting without
bowing or knelling to any pressure from any
external power, big
or small. In his life, General Waaqoo Guutuu
never betrayed his people, his people’s
trust and their
cause. In so doing, he became exemplary to
all of us and to the generations yet to
come. He was and is
indeed a national hero. And rightly, he was
and shall remain to be the father of Oromo
struggle for
independence.
General Waaqoo Guutuu was a visionary. His
struggle was to bring back the greatness of
his people. He
wanted Oromia to shine on the hills of
Africa. He wanted prosperous and powerful
Oromia and its people.
In his struggle for free Oromia, he stood
tall before the world, in defiance of
Ethiopian colonialism, its
occupation regime, its power and authority,
and its colonial laws and orders. He defied
all and
everything Ethiopia. He loved his country
Oromia and his Oromo people with passion and
in action until the
arrival of his final day. In his struggle,
he showed us the way to freedom; he paved
for us the road for
struggle for freedom, justice, dignity and
independence. He showed us the ray of light
of
freedom in his life and in his death. He
opened up the avenue for struggle. He
displayed these in his
courage, firmness and bravery. He lived in
pride, in dignity and in honor and in
promoting and fostering
the Oromo struggle for freedom. So, we vow
to preserve our hero’s past, memory and his
inspiration
to us to continue to live on, in our hearts
and in our memories and so we pass on these
treasuries on to the
Oromo future generations.
We all are the products of the struggle that
General Waaqoo Guutuu began and led. We all
are influenced by
his deeds, by his action, by the
inspirational tales of his achievements in
raising Oromo national
awareness, by the sacrifice he made, and by
his courage, and bravery and by his
commitment to the
national cause. These are our guiding lights
in this struggle of ours. Indeed, General
Waaqoo Guutuu is
one of the most important figures in the
list of Oromo freedom fighters. He loved his
country and his
people. For this, he gave his life for the
liberation of his people. With his death,
Oromia lost a peerless
leader of freedom; a leader of rare gifts,
rare commitment and great qualities of mind
and heart.
In his life and in his death, he rejected
any accommodation with the Ethiopian
colonial regime,
short of independence of Oromia. And so he
rejected the political option and campaign
set by some to
democratize the colonial empire, instead of
the liberation of Oromia. Indeed in his
struggle, General
Waaqoo Guutuu has already raised the banner
of free Oromia; lighted the freedom torch
with flame and so
there is no way back; no recourse to
darkness. He was man of truth, man of his
words and man of great
integrity in his life and he kept that until
his departure; until his last day. We thank
General
Waaqoo Guutuu for all that he gave the Oromo
nation; for the road of freedom he showed
us. As we loved him
while he was alive, and so we do love and
adorn him also in his death. We vow to
unreservedly follow his
example, and the path he charted in the
valleys and hills of Oromia, until Oromia is
liberated. May his
soul rest in peace in the eternal life.
Ethiopia
defiant on opposition detainees

Ethiopia's prime minister yesterday defied
pressure to release opposition leaders
detained after politically motivated
violence in Addis Ababa
that killed more than 80 people.Human rights
activists and donors, which are withholding
direct
budgetary support worth about $375m, have
condemned the government for its
heavy-handed reaction to riots in June and
November. After the November
clashes thousands were rounded up and dozens
of opposition leaders, as well as human
rights activists and journalists, were
charged with treason
and genocide.
Meles Zenawi, the prime minister, told
parliament that releasing "these hardliners"
would embolden them to think "whatever their
action, they
willnot be held accountable". He said: "The
government has made it abundantly clear that
interfering with the judicial process for
the release of hardliners is out of the
question.The government has taken this
unwavering position not because of
stubbornness or for a lack of willingness to
resolve issues through dialogue and
negotiation."
Mr Meles accuses the opposition Coalition
for Unity and Democracy (CUD) of instigating
the violence and attempting to overthrow the
government.
However, opposition members insisted that
they had called for peaceful protests and
accused the government of using brutal
tactics to silence
critics.The violence was sparked by disputed
May elections, during which the opposition
made unprecedented gains while also claiming
that the
process had been rigged.In Addis Ababa the
CUD won a landslide, but Berhanu Nega, who
should have become the city's mayor, was
among those detained. Before their arrest
CUD leaders had refused to take up their
seats unless the government met a series of
ÂÂconditions.
Mr Meles said fresh elections should be held
for the capital, an opposition stronghold,
"as the elected representatives have failed
to assume their
responsibilities by respecting the law".
However, he said the poll would not take
place until the right conditions were in
place.
The government's res-ponse to the riots
severely strained relations between Mr Meles,
once a favourite of donors, and western
governments.

Feb 4, 2006 (ADDIS ABABA) — Ethiopian
Prime Minister Meles Zenawi and MPs of Oromo opposition
parties had a row over the political situation in the
Oromia state. The disagreement took place at the 14th
regular session of the House of Peoples’ Representatives
on Thursday 2 February when Meles presented a half-year
performance report.
According to The Reporter, Oromo MPs
heavily criticized the report saying that it presented
no remedies to the situation in Oromia other than
blaming the opposition Oromo Liberation Front (OLF).
"The Prime Minister’s report has
belittled the recent instability in Oromia region just
as it had understated the issue last month," remarked
Gebru Gebre-Mariam of the Oromo National Congress (ONC).
The British secretary of state for
international development, Hilary Benn announced during
a visit to Ethiopiaon 21 January that Ethiopia Prime
Minister Meles Zenawi has accepted to probe the alleged
human rights violations in Oromia region.
Several other MPs, including Bulcha
Demeksa of the Oromo Federalist Democratic Movement (OFDM),
and Tesfaye Chala of the Coalition for Unity and
Democracy Party (CUDP) indicated that Oromo People’s
Democratic Organization (OPDO) — member of ruling
coalition — assaults had resulted in the torture,
jailing and persecution of hundreds of citizens
suspected of being opposition sympathizers.
Reaffirming the previous stance of his
party, Meles insisted that the situation currently
prevailing in the Oromia state was the concern of the
region, and the federal government would not intervene
unless the regional government asked for it. "I have
been given detailed information regarding the situation
but the president of Oromia himself has assured me that
the situation has been put under control and that no
federal intervention was need," he told the House.
Some OPDO MPs took the opportunity to
lay the bulk of the blame on OFDM and ONC saying that
human rights violations, including rape and torture,
were committed in some constituencies by these parties.
The Ethiopian government on Wednesday 1
February denied an Amnesty International report that it
has detained thousands of members of the country’s Oromo
ethnic group in a crackdown on dissent.

society in Oromia state have condemned the killings, rape
and burning of houses and
properties perpetrated by anti-peace forces in West Wollega
zone . Over 240 members of a team drawn from all zones of
Oromia state
representing the elderly, religious leaders, youths and
other cross sections of the society condemned the acts after
visiting the victims in the
rural kebeles of Laloasabi and Gimbi woredas. In a
discussion the members of the team held in Enango and Gimbi
towns
they expressed their dismay at the brutal killings, rape and
burning of properties perpetrated by OLF and some political
parties which claim to
pursue peaceful struggle. The participants of the discussion
expressed their deep sorrow over the onslaught in the area
and said it was an attack on the Oromo people at
large.
They said the perpetrators of the atrocities need to be
brought to justice expeditiously as it was a dismaying and
disgracing onslaught never
committed on the Oromo people. The government also needs to
exert effort in tracking down and making
accountable those who were allegedly involved in committing
the criminal act, they noted.
The participants of the meeting also pledged to provide
financial and material support for rehabilitating the people
affected by the violence.
It was explained to the team that three people were killed,
131 injured and many women raped in Laloasbai and Gimbi
woredas by the fascistic
acts of the anti-peace forces.
Many residents in five woredas of the zone were also
recently exposed to social and economic problems as their
houses and properties were
damaged by the atrocities perpetrated by anti-peace forces,
it is to be recalled.
