The Oromo American Citizens Council is organizing a panel discussion
on Ethiopia's New Law Restricting Foreign Aid. On January 6, 2009,
Ethiopia's Parliament passed a controversial bill that imposes severe
restrictions on non-governmental organizations and Ethiopian groups
that receive more than 10% of their funding from foreign agencies.
The bill bans foreign agencies from working on human rights and
democracy issues. While the Ethiopian government says the bill will
not affect groups who comply with the country's laws, critics see it
as a direct attack on civil society and an effort to silence any
potential dissent. The bill raises many questions regarding the
future of foreign aid in Ethiopia, a country that is one of
the world's largest recipients of such assistance.
